Bintulu Urban & Regional Study: Transport Plan (Bintulu Development Authority)
This urban and regional planning study included a strategic transport planning component necessitating an existing transport condition assessment, identification of future transport needs, project prioritisation and an action plan to be incorporated into the overall planning study. The transport planning component involved:

• Setting up a transport network model to assess the existing traffic and transport conditions of the study area and identify deficiencies
• Undertaking extensive surveys including O-D, home interview, traffic, parking and pedestrian counts
• Based on land use and population growths, setting up future land use scenarios and projection of traffic and transport demands
• Identification of future road and transport infrastructure requirements
• Integration of transportation infrastructure into overall Bintulu planning and structure plans

Cebu SRP Bus Rapid Transit (BRT) Project: Pre-Feasibility & Business Case (SM Holdings)

This project was undertaken to assess the feasibility and provide a business case for a bus rapid transit (BRT) project linking the Cebu districts of Mandaue, Talisay and Mambaling with the South Roads Properties (SRP) development area and in particular the new SM Seaside City Mall. Due to potential future transport movements between the areas and the current heavily congested road network, a dedicated bus rapid transit system was assessed as a potential mass transport option. Study tasks included:

• Passenger demand size, patronage review, number of trips / bus headways
• Travel time and realistic speed to and from designated stops
• Terminals and associated infrastructure requirements
• Selected traffic impacts and traffic management measures
• BRT service, operations and maintenance plans
• Financial modelling for business case of BRT operations
• Reporting and presentation of findings

Greater Suva Transportation Study (Fiji Public Works Department)
This study, commissioned by the Fiji Government, was in response to increasing traffic congestion and reducing public transport usage in the greater Suva area, which extended from Lami to Nausori and included the fast-growing Nasinu corrdor. The transportation planning study provided the strategic basis for traffic and transport planning in the Greater Suva Urban Area to the year 2030 and involved transport network modelling, project prioritisation, economic analysis and concept design. The traffic and transport demands of the area outlined a revised strategic road network plan in the context of existing and future land use. Study tasks included:

• Undertaking road safety audits and accident analysis for the project area
• Setting up a computer model to assess the existing traffic and transport condition of Metropolitan Suva and identify deficiencies
• Based on past economic and population growths, setting up future land use scenarios and projection traffic and transport demands
• Identification of road and transport infrastructure requirements and assessment of whether existing north–south road corridor should be developed and preserved
• Review of Government transport policies and development of an action plan for implementing recommended strategies

Makati-Taguig Bus Rapid Transit Project (Ayala Corporation)

This project was undertaken to assess the feasibility of a bus rapid transit (BRT) project between the established Makati area and the growing Bonifacio district, Metro Manila, Philippines. Due to potential future transport movements between the two centres and the current heavily congested road network, a dedicated bus rapid transit system was assessed as a potential mass transport option. Study tasks included:

• Assessment of the project's feasibility
• Development of route scenarios
• Evaluation of route and station options
• Public transport assessment and patronage review for BRT systems proposed
• Concept design appraisal and review
• Presentation of findings

Other Project Experience

Ilocos Norte Transport Master Plan (Ilocos Norte Provincial Government)

Transport network and road infrastructure assessment, baseline transit profiling (tricycles, jeepneys, buses, etc.), determination of future transit demand, development of transport master plan including road hierarchy guidelines, transit routes and hubs, and traffic management facilities. Project Director and Team Leader responsible for overseeing technical aspects of the study, review of study deliverables, consultation with Client and presentation of study results.

Metro Manila Expressway (MME or C6): Traffic & Revenue Forecasting (Citra Intercity Tollways Incorporated)

Forecasting of traffic volumes and revenue over a 25-year planning horizon including strategic transport network modelling for the C6 MME corridor toll road around the eastern periphery of Metro Manila. Team Leader and Transport Planner responsible for overall study deliverables and tasks including review of previous studies, consultation with Client and relevant Government authorities, overseeing transport modelling tasks, sensitivity analysis of results, and reporting and presentation of study results.

Metro Manila Skyway Stage 3: Traffic & Revenue Forecasting (Citra Central Expressway Corp.)

Forecasting of traffic volumes and revenue over a 25-year planning horizon including strategic transport network modelling for the Skyway Stage 3 toll road within the central core of Metro Manila. Team Leader and Transport Planner responsible for overall study deliverables and tasks including review of previous studies, consultation with Client and relevant Government authorities, overseeing transport modelling tasks, sensitivity analysis of results, and reporting and presentation of study results.

Sydney CBD and South-East Light Rail Project Appraisal (NSW Department of Planning)

Overall appraisal of light rail project elements, review of project’s transport impact assessment and preparation of project's Conditions of Consent.

Mall of Asia Complex Public Transport Master Plan (SM Corporation)

Master planning study for a public transit system to serve the 150 hectare Mall of Asia Complex (MOAC) in Pasay City, Metro Manila. Main study tasks included transit profiling over 30-year horizon period, assess deficiencies of current systems, evaluate different transit systems suitable for the study area, develop concept and pre-feasibility studies to determine viability of the proposed project in terms of economic, commercial, environmental, and financial terms.

Cebu Third Bridge Feasibility Study (Metro Pacific Tollways)

Feasibility study for a third bridge crossing between Cebu City and Mactan Island. Study tasks included site evaluation / base condition profiling, traffic forecasting review, development of alignment and bridge structure options, economic modelling, and preparation of feasibility study position paper.

Solomon Islands Transport Sector Development Project (Asian Development Bank)

Identify requirements for field surveys and undertake engineering investigations, assess axle loading control and policy, identify critical transport infrastructure parameters with respect to climate change, review structural alternatives for transport infrastructure, prepare preliminary engineering designs and specifications for maintenance and rehabilitation, and prepare cost estimates conducting least cost and full life-cycle cost tasks and prioritisation for future transport needs.

CityRail Transport Interchange Program (Transport Construction Authority)

Assessment of transport interchange operations including rail, bus, taxi, parking and 'kiss'n'ride' at 15 CityRail Stations, identification of further transport assessment investigations required for Stage 2 of the project, determination of statutory requirements, reporting and formal presentation to client.

Vanuatu Transport Infrastructure Project (Asian Development Bank)

Review of existing infrastructure master plans, stakeholder consultation, development of methodology for project evaluation, formulation of transport strategies and prioritisation for future transport needs.
 

Western Samoa Integrated Urban Development Project (Asian Development Bank)

Project undertaken to improve the ability of key government agencies to plan and implement projects to upgrade and maintain essential infrastructure - tasks included preparing a classification and condition inventory of urban roads, developing a prioritised program of urban road construction, identifying areas of traffic congestion, conflicts, road safety and pedestrian access problems, reviewing present road maintenance arrangements, recommending institutional measures for improving road maintenance, prioritising road projects and undertaking preliminary designs, cost estimates, preparing operations and maintenance plans and budgets, and determining resource requirements.

Liaoning Transport Planning Study (World Bank/AusAid)

Responsible for advice on traffic engineering and management measures, road improvements, future requirements for traffic control in the central city areas and strategies for signal system control to upgrade traffic and transport systems in three cities - Shenyang, Ashan and Fushun.

Shanghai Metropolitan Transport Project (SMTPII) (World Bank/PADECO)

Implementation of the second stage of Shanghai Metropolitan Transport Project, including provision for traffic management of the City, public transport services and pedestrian and bicycle safety, conducting training courses for local professional staff, advice on technical aspects of the traffic management plan for the expanded area and organising overseas training program for Shanghai Project Officers.

Yangstze Delta Regional Transport Planning Study (World Bank)

Comprehensive transport study including road, rail and air transport for three provinces and one municipality along the Yangstze River - tasks included classification and condition assessment of roads, rail and airports in urban and rural areas, analysis and project evaluation, analysis of data from transport model outputs, assessment of requirements for road and rail projects, coordination of activities of other transport consultants.
